Description
On behalf of our client, we are looking for a De-oiling and Commissioning Manager
Responsibilities & Objectives:
Contribute to the overall project execution planning. With the construction manager, develop the integrated construction/de-oiling/commissioning plan and schedule.
Obtain approval of the de-oiling, commissioning and linefill plan with all stakeholders, including the PMT, AGT operations, and regulatory authorities if/as applicable.
Develop and maintain the de-oiling, commissioning and linefill detail plan.
Ensure Project activities impacting AGT operations are incorporated in the regional plans (e.g. 8Q, etc.) and properly updated.
Ensure and oversee the changes to the WREP asset are properly initiated and managed in the regional eMOC process.
Ensure commissioning logistics and support team are in place.
Manage all readiness (Go/No-Go) processes for de-oiling, commissioning and linefill
Accountable for managing the de-oiling, commissioning, handover and linefill works.
Ensure a safe and consistent approach through all de-oiling, commissioning and line fill activities and be specifically involved in the site safety systems, including but not limited to:
Safe Systems of Work (SSOW) and Permit to Work (PTW)
Site Management Safety walk through
Risk assessments
Incident reporting and investigation
Safety Observation and Conversation (SOC)
Behavioural Observation safety System (BOSS)
During the de-oiling and commissioning period, accountable for implementation and compliance with all environmental management expectations within AGT Operations
Accountable for the competency of the emergency response teams and maintaining these competencies.
Populate the PMT de-oiling and commissioning team.
Ensure all team members are trained and competent in brownfield safe work practices and SSOW. Ensure that all personnel on site are competent to perform the tasks expected of them and that records are held, maintained and audited to provide assurance of this.
Working with the de-oiling contractor, develop and approve de-oiling procedures.
Develop commissioning and linefill procedures.
Working with the Construction Manager, manage the handover and acceptance of mechanical completion of the new construction pipeline loops and river crossings and drive mechanical completion in line with the completion schedule
Manage the custody transfer/ handover approval for all systems from commissioning to operations.
Ensure the successful closeout of all outstanding engineering, construction and punch list issues.
Confirm the performance of the safety critical elements through testing as identified in the technical safety assurance plan.
Perform regular on site safety audits and observations.
Ensure the content of handover packs are agreed with operations including data handover requirements.
Arbitrate in punch list categorisation disagreements as required.
Act as a transition leadership team member (construction to commissioning) (commissioning to operations).
Ensure compliance with the project management of change (MoC) process.
Support the PMT in the implementation of the System Handover Management Process (formerly GOC) or the preferred project completions system.
Represent the de-oiling and commissioning team at reviews and audits as part of the pre-operations assurance programme.
Manage the de-oiling and commissioning cost estimate and budget.
Provide de-oiling and commissioning input and participate in the project risk management process.
Identify and manage commissioning spares and consumable/first fill requirements.
Requirements:
>15 years experience in HC pipeline operations, maintenance and commissioning
Profound knowledge and understanding of brownfield working and safety management systems
HSSE leadership experience, particularly when managing contractors. Demonstrated personal commitment to Safety.
Broad knowledge of pipeline operations and pipeline integrity management
Detailed knowledge and experience in HC pipeline commissioning, linefill, start-up and operations
Experienced in commissioning completions/certification systems and system handover procedures
Ability to develop procedures, practices and strategies from first principles
Previous experience on ACG projects in Georgia
