We seek applications from different people for the post of Operation/ Terminal Manager with the aim of assisting the Operations Manager in the administration, maintenance, and management of all terminal operations and personnel in a cost-efficient manner for the import terminals in Houston. The position is for an individual that is ready to work under general supervision with specified directives, policies and procedures as well as referring to a supervisor when faced with unusual problems with a bid to solving them. Due care will be required as regards to direct supervision over the terminal Supervisors, operations, maintenance program, security, and personnel.

Main Responsibilities:

- Assisting Operations Manager in the management responsibilities for all terminal personnel including hiring, training, supervising, scheduling and assigning duties.
- Supervising or participating in loading bulk trucks, hopper cars, and barges as well as coordinating, maintaining and operating a computerized loading system for each.
- Supervising or participating in the unloading of cement from ships, hopper cars, bulk trucks and barging activities in a cost effective and safe manner as well as coordinating, maintaining and operating a computerized unloading system for each.
- Planning, supervising and participating in the preventive maintenance history database for all equipment.
- Being directly responsible for the repair of the terminal equipment and emergency repairs of terminal equipment as well as ensuring that all terminal buildings and grounds are maintained and kept in a clean and presentable condition.
- Working with company maintenance, purchasing, and inventory software systems.
- Monitoring the security of the terminal property directly as well as working with the Facility Security Officer (FSO) as an Alternate Facility Security Officer (AFSO) to ensure all aspects of the Facility Security Plan (FSP) are administered and followed.
- Overseeing the purchase of parts and supplies for the terminal in a cost effective manner directly.
- Maintaining appropriate inventory levels of all spare parts and consumables.
- Maintaining proper certifications for state inspectors, marine, and USCG authorities.
- Playing a lead role in the terminal safety program as well as enforcing safety guidelines and regulations with the aim of promoting a safe working environment.
- Working with the plant or corporate safety manager to ensure that the terminals are up to date with all new safety regulations.
- Assisting in the preparation of a written report on a weekly basis concerning inventory levels, maintenance activities, and any problems or concerns about terminal operations.
- Working directly with HCC DockOps in the coordination of lay berth activities at both docks.
- Working with the Operations Manager with the aim of assisting and becoming familiar with dredging activities, budgeting, CAPEX projects, inbound ocean freight, and associated ocean shipping details.
- Working closely with the Logistics Manager for the purpose of assuring that cement deliveries are unloaded into the proper silo or dome.
- Ensuring that the inventories are adequate as well as loading outbound sale from designated silos or bins.

Knowledge and Skills:

- Knowledge of all terminal policies and procedures.
- Skill in the use of computerized loading systems, company software systems and personal computers.
- An excellent general knowledge of IT systems.
- Being versed in the use of Excel and the creation of spreadsheets in collecting data and analyzing tools.
- Ability to effectively troubleshoot or solve problems in an efficient manner.
- Ability to perform supervisory duties as well as coordinate activities with others.
- Ability to lift heavy materials weighing up to 80 pounds.
- Ability to operate all terminal equipment including but not limited to ship unloaders, truck loading systems, cement conveying equipment, cement storage silos or domes, railcar loading or unloading systems and other related equipment.
- Ability to climb silo ladders up to 50 – 75 in height as applicable for each terminal.

Working Conditions:

- Frequently exposed to cement, dust, dirt, heat, cold and noise requiring compliance with specified safety guidelines and procedures.
- Exposure to high elevations of up to 265 feet in height as applicable for each terminal.
- Exposed to all weather conditions.

Education and Experience:

- College degree is required.
- Seven years of progressive experience in the operations of a cement terminal or terminal in a related industry as well as mechanical background and supervision of employees is required.
